Europe is drifting into a grey zone, neither formally at war nor securely at peace. Pressured by Russia and faced with uncertainty from the United States, its military and political responses raise urgent questions about coherence and credibility.

“We are not at war, but we are no longer at peace either,” said German Chancellor Friedrich Merz on 29 September 2025, referring to Russia. Western Europe now sees itself as the target of a hybrid conflict waged by Moscow, involving drone incursions, disinformation campaigns, cyberattacks and political interference. As Europe embarks on a massive rearmament programme and several countries reintroduce conscription, the coherence of this strategy is increasingly questioned. At the same time, NATO’s credibility is being tested by the actions of the Trump administration, from its claims over Greenland to its disregard for international law and its willingness to fuel nationalist tensions in Europe while openly sidelining the EU.

Facing War

After nine years at the Secretary-General of NATO, Jens Stoltenberg is preparing to return to Norway. But the war in Ukraine upends his plans: at the request of Joe Biden, he agrees to extend his mandate by one year. He must now preserve the unity of the Alliance and uphold its commitment to support Ukraine, despite diverging interests and mounting tensions. The film takes the viewer behind the scenes of NATO, where crucial decisions are being shaped.
