Water has become a major geopolitical issue. Artificial intelligence is emerging as a key tool for its management. Will the future see strengthened cooperation and climate justice, or an enhanced, unjust status quo?

Growing scarcity and unequal access to water are driving tensions, forced displacement, and human rights challenges, placing this vital resource at the center of climate justice debates. In this context, artificial intelligence offers new opportunities, from drought prediction to water network optimization and decision-making support. Yet it also raises critical governance questions: who owns the data, who makes the decisions, and who is excluded from these technologies? This discussion explores whether AI can serve as a tool for water diplomacy and conflict prevention, or whether it risks reinforcing power imbalances between technologically advanced states.
